CBAM stands as a crucial environmental tax strategy designed to mitigate the risk of carbon leakage and actively contribute to the EU’s climate mitigation goals. Operating on a certificate-based framework, it targets the embedded emissions within imported products, ensuring that importers bear an equivalent carbon price as domestic producers under the EU Emission Trading System (ETS).

The CBAM legislation, ratified in December 2022 and enacted in May 2023, casts its reach over goods from pivotal sectors such as cement, fertilizers, hydrogen, iron and steel, aluminium, and electricity. A transitional phase for reporting commenced on October 1, 2023, slated to continue until the culmination of 2025. The final operational regime is slated to commence gradually, starting from 2026.

This workshop offers a comprehensive overview of the technical intricacies of CBAM, highlighting the reporting obligations during the transitional phase, and anticipates the full-fledged implementation of CBAM from 2026.
